Citizens urged to actively participate in planning and budgeting processes

The Ministry of Finance and Economic Planning, in partnership with the Collectif des Ligues et Associations de Défense des Droits de l’Homme au Rwanda (CLADHO), has distributed the Citizen Budget Guide for the fiscal year 2024-25.

The Citizen Budget Guide is a simplified, user-friendly version of the national budget, designed to present essential information in a way that is easily understood by the public. It aims to enhance citizens’ understanding of national planning and budgeting processes, thereby promoting their active participation in both the planning and implementation of selected projects. This initiative aligns with the principles of fiscal transparency and accountability, ensuring that citizens are informed about government actions and encouraging their involvement in planning and budgeting.

“I commend Rwandans for their ongoing participation in the planning and budgeting processes, particularly for the fiscal year 2024-25. I urge all citizens to engage actively in budget implementation and to monitor relevant programs and projects through their various forums. Their involvement is crucial for informing subsequent national planning and budgeting efforts,” stated Yusuf Murangwa, Minister of Finance and Economic Planning.

CLADHO’s Executive Secretary, Safari Emmanuel, emphasized the significance of citizen participation in the budgeting process, highlighting the importance of understanding and engaging in budget preparation and execution as vital end users.

The 2024-25 budget is themed “Sustainable Economic Transformation through Fiscal Consolidation and Investment in Climate Change Mitigation and Adaptation for Improved Livelihoods.” This theme underscores Rwanda’s commitment to addressing climate change impacts and reducing greenhouse gas emissions to enhance citizen well-being. In the coming fiscal year and beyond, Rwanda will continue to implement climate change mitigation and adaptation policies while enhancing productive sectors for improved livelihoods.

The Citizen Budget Guide also provides an overview of Rwanda’s economic outlook, tax policy reforms, budget processes, and ways for citizens to participate. It outlines key investments aimed at accelerating economic recovery and transformation, as well as the roles of various stakeholders.

The dissemination and distribution of the Citizen Budget Guide for 2024-25 marks the 13th issuance of this important resource. (End)
