Kigali: Ex-foreign affairs minister Jean-Marie Ndagijimana, the man who oversaw the implementation of an ethnic-based recruitment system for civil servants is the latest name to put his weight behind deported Leon Mugesera. The public record is that Ndagijimana was Rwanda’s foreign affairs minister from July 1994-October 1994.
