Rwanda Police Chief receives Police Senior Command and Staff Course students

The Inspector General of Police (IGP), CG Felix Namuhoranye received law enforcement officers currently attending the Police Senior Command and Staff Course (PSCSC), at the Rwanda National Police (RNP) General Headquarters in Kacyiru.

The 35 students from nine African countries including Rwanda, attending the 13th intake of the PSCSC, visited the RNP General Headquarters as they started a five-day internal study tour as part of their one year academic programme at the National Police College (NPC) in Musanze District.

The study tour is held under the theme: “Human Security-Oriented Policing: An Approach to Crime Prevention.”

While addressing the PSCSC students, CG Namuhoranye underscored that community-oriented policing is central to effective law enforcement and crime prevention.

He also stressed the urgent need to embrace digital innovations in community policing to enhance connectivity, transparency, and overall efficiency in this advanced security era, ultimately creating safer communities for all.

“Crimes are committed in the community by the people in the community, affecting the people in these localities. This is why the community must be at the forefront in crime prevention and investigation matters. When you organize especially the young people in anti-crime clubs, you are basically preventing them from committing crimes but also adding value to safety and security,” CG Namuhoranye said.

He pointed out that policing should be addressing human security issues; both physical and their socio-economic challenges.

“When you engage the youth as volunteers in crime prevention, support their development initiatives, you are contributing to their well being as well as preventing crimes related to unemployment,” the Police Chief said.

He also advocated for the shift to digital policing to respond to extreme security needs and to improve proactive measures in combating crimes.
