The signatories of the “Solemn Appeal for the expulsion of the pseudo-“sadr” from the African Union”, known as the
“Tangier Appeal”, former African Prime Ministers and former Ministers of Foreign Affairs, meeting this November 17, 2023, on the occasion of the “Second Follow-up Meeting of the Tangier Appeal” held on the sidelines of the 15th Edition of the MEDays Forum.
- Offer their condolences to His Majesty King Mohammed VI, may God assist Him, and to the Moroccan people,
following the earthquake that struck the Kingdom of Morocco on September 8 ;
- Welcome, with satisfaction, the following personalities, who joined the signatories of the “Tangier Appeal”;
o H.E. Mr. David J. Francis, former Chief Minister and former Minister of Foreign Affairs of the Republic of Sierra Leone ;
o H.E. Mr. Urbino Botelho, former Minister of Foreign Affairs of the Democratic Republic of Sao Tome & Principe;
o H.E. Mr. Ezechiel Nibigira, former Minister of Foreign Affairs of the Republic of Burundi;
o H.E. Mr. Albert Mabri Toikeusse, former Minister of Foreign Affairs of the Republic of Côte d’Ivoire;
o H.E. Mr. Cheikh Tidiane Gadio, former Minister of Foreign Affairs of the Republic of Senegal, initiator of the regional round tables on the expulsion of the pseudo-“sadr” from the African Union;
- Welcome the continental impact and momentum generated by the “Tangier Appeal”, which has seen the number of signatories increase from 16 to 23 African countries in less of a year;
- Express their determination to reinforce this momentum, and their renewed commitment to work in concert and coordination for the urgent exclusion of the pseudo-“sadr”, a non-state entity, from the ranks of the African Union ;
- Welcome the growing commitment in Africa to the Moroccan identity of the Sahara, notably through the multiplication of consulates general in Dakhla and Laayoune, which bears witness to the vitality of pan-African dialogue and the common will to overcome divisions inherited from a bygone era, in order to build a prosperous future on our continent;
- Welcome the content of United Nations Security Council Resolution 2703, recognizing that the Sahara conflict can only be resolved through a just, lasting and mutually acceptable solution, and valuing the pragmatism, realism and spirit of compromise that characterize the Moroccan proposal for Autonomy for the Kingdom’s Southern Provinces;
-Recall their full support for the Moroccan proposal for Autonomy as the only solution for the definitive resolution of the regional dispute over the Moroccan Sahara; welcome the broad international momentum in support of this proposal, and call on the African and international community to fully endorse it.
Reaffirm their full commitment and mobilization to achieve the objective of expelling the pseudo-“sadr” from the
African Union, an indispensable prerequisite for restoring the impartiality and credibility of the Pan-African Organization on the Question of the Moroccan Sahara.
