On February 5, 2025, the Senate held a Plenary Sitting and approved the report from the Standing Committee on Foreign Affairs, Cooperation, and Security. This report focused on monitoring the implementation of the International Refugee Agreements that were signed in Geneva on July 28, 1951.
The report emphasized the progress made in granting refugees the right to live and work in Rwanda, as well as their integration into development programs. It highlighted Rwanda’s commitment to upholding international refugee agreements and its dedication to advancing the rights of refugees while providing opportunities for sustainable development.
The Standing Committee on Foreign Affairs, Cooperation, and Security stated that Rwanda shows a willingness to integrate refugees into the country’s development through activities and initiatives aimed at improving refugees’ living conditions in areas such as education, health, employment, sanitation, energy, and the environment.
President of the Standing Committee, Senator Hadija Ndangiza Murangwa, stated, “Regarding employment, the committee found that refugees and Rwandans are working together in various cooperatives, including agriculture, livestock, and handicrafts.”
Rwanda has implemented measures to support the development of refugees; however, the report indicates that improvements are still needed, particularly in education, healthcare, and camp governance.
The Standing Committee on Foreign Affairs, Cooperation, and Security found that cooperation between the Ministry of Emergency Management (MINEMA), the United Nations High Commissioner for Refugees (UNHCR), non-governmental organizations, and local authorities continues to provide support for the development of refugees. It was noted that resolving challenges in areas such as education, refugee behaviour, and overall living conditions will rely on collaboration among various stakeholders.
Rwanda has signed the International Refugee Agreements under Law No. 042/2024, which governs the management of refugees and asylum seekers. (End)
