Two candidates express interest to head football body

Kigali: Two candidates namely retired Brig. Gen. Sekamana Jean Damascene and Rurangirwa Louis have submitted their nomination papers seeking to run for the presidency of Rwanda Football Federation (FERWAFA).

According to FERWAFA, Brig. Gen. Sekamana who recently retired from Rwanda Defence Forces (RDF) submitted his nomination papers at 14:55 on Friday, February 23, 2018.

Retired Brig. Gen. Sekamana who was accompanied by Miroplast Fc Secretary General Nshimiyimana Alexis Redamptus submitted his nomination forms to the Electoral Commission which was represented by president Kalisa Adolphe and vice president Nsabimana Boniface in presence of other members of the commission.

Rurangirwa Louis, a former Rwanda Athletics Federation president submitted his bid at 16:54, beating the deadline by six minutes.

Both aspirants, retired Brig. Gen. Sekamana and Rurangirwa Louis have been active in Rwandan football for some time.

Retired Brig. Gen. Sekamana who served as the president of SC Kiyovu and vice president of Bugesera Fc in recent years, is the vice president of second division cub Intare Fc.

He was recently granted retirement by the Commander in Chief of RDF and President of Rwanda in his capacity as the retiring authority for General Officers.

After joining the Rwanda Patriotic Army current RDF during the liberation struggle in 1990, he served in different capacities that include G2 Gendarmerie; Commanding officer, Brigade Commander and Acting Division Commander.

He also served as the Deputy Chief of Staff in charge of operations in the United Nations Mission in South Sudan. Before his retirement, he was working as Coordinator of Production in RDF Reserve Force.

Rurangirwa is a former Rwandan referee and recognised by the Rwanda Referees Association (ARAF).

The FERWAFA Electoral Commission will undergo scrutiny of nomination forms submitted by both candidates between February 28, 2018 to March 9, 2018 when the commission will declare the candidates eligible to vie for the FERWAFA’s top seat.

Qualified candidates will begin campaigning officially on March 12, 2018 until March 30, eve of the election day.

The term of office for the Executive Committee which will be elected on March 31, 2018 and the newly elected president will have a four-year term renewable three times only.

The FERWAFA elections will be held for a second time after the first elections were held on December 30, 2017 couldn’t produce an eligible winner with sole candidate Rwemalika Felicite failing to garner the majority vote to be elected the president of FERWAFA. Nzamwita VIncent has been president of Rwanda Football Federation since January 2014.

The road-map to the 2018 FERWAFA presidential elections is as follows;
February 19-23, 2018: Submission of Nomination forms
February 28, 2018: Scrutinizing candidates’ nomination files
March 08, 2018: Receiving petitions and hearing appeals (if any)
March 09, 2018: Declaration of Candidates
March 12-30, 2018: Official campaigning period of declared candidates
March 31, 2018, 14:00: Elections & Announcing the FERWAFA Executive Committee
April 3, 2018: Submission of election report (End)
