In his message, Kibaki noted that the victory of President Kagame was a sign of improved democracy in the East Africa region.
On behalf of the people and the Government of Kenya, President Kibaki wished the people of Rwanda peace and goodwill as they settle down to continue developing their country, said the statement.
Kagame has led Rwanda since hundreds of thousands of people were killed in the 1994 genocide. He won over 93.08% of the votes in Monday’s poll, the electoral commission said.
Observers from the Commonwealth, which Rwanda joined last year, said the campaign was marked by “a lack of critical opposition voices”.
Kagame’s critics accuse him of suppressing opposition and undermining democracy.
