Rwanda Governance Board (RGB) publishes the 11th edition of the Rwanda Governance Scorecard (RGS), in which Safety and Security remains the highest-performing pillar with a score of 93.82%.
Like in the previous editions, this year’s scorecard assesses the state of governance based on eight pillars namely; Rule of Law; Political Rights and Civil Liberties; Participation and Inclusiveness; Safety and Security; Investing in Human and Social Development; Anti-corruption,Transparency,and Accountability; Quality of Service Delivery as well as Economic and Corporate Governance.
Addressing the participants, the RGB CEO Dr. Doris Uwicyeza Picard said that RGS is one of the tools created by RGB in order to fulfil its mandate of monitoring the principles of good governance, with the aim to consistently tell the country how it is performing vis-à-vis its national and global governance and development goals.
“The objectives of RGS are to generate credible and reliable data on governance, and serve as an evidence-based source to inform policy, decision making and implementation as well as contribute to current scientific and contextualised knowledge about economic, social and political governance in Rwanda” she said.
She added that since its inception, RGS has significantly helped the country to put in place informed policies and its findings have continuously enabled different sectors to improve in their respective areas of interventions.
Among the speakers was Ms. Fatmata Lovetta Sesay, the Resident Representative-UNDP Rwanda who said that the launch of RGS marks a significant milestone in Rwanda’s ongoing efforts to ensure that governance remains responsive and effective for all citizens.
“It is a testament to the visionary leadership of Rwanda, and we, at UNDP, are proud to support these efforts as we work together towards achieving the Sustainable Development Goals and fostering inclusive and sustainable development” she said.
“The findings of this scorecard reflect both achievements and challenges. It showcases remarkable progress in areas such as safety and Security which have been outstanding in past years, while also highlighting aspects such as investing in human and social development as well as quality service delivery” she added.

RGS is a crucial tool that tracks the country’s performance regarding national, regional,and global governance commitments. It underscores Rwanda’s commitment to good governance principles including accountability, transparency, and efficiency. (End)
